This is only a guess as I cannot verify it: The TaskSchedulerEditor assembly is compiled against .NET 3.5. Is it possible that on Machine 1, you only have the .NET 3.5 library installed and on Machine 2 you have both 3.5 and 4 installed? I would check along that line of thinking.
