Actions are always empty in v1 mode (XP/2003) since the version 2.5.0. The last working version is 2.4.2.

I have tested this now on Windows Server 2003 R2, running .NET 4 Full and am consistently able to get the correct values for Task.Definition.Actions.Count and Task.Defintion.Actions[0]. I have run this against the library version 2.5.12. I have also tested against XP SP3 with the same results. Please try your code again and make sure you have the correct permissions to read the "C:\Windows\Tasks" directory.
